New Interim Leader Takes Helm at Virgin Islands Port Authority

The Virgin Islands Port Authority has appointed Ava Penn as interim executive director, stepping into leadership as the agency navigates ongoing infrastructure projects that are critical to the territory’s tourism economy and daily operations.

Penn assumes the role immediately following Carlton Dowe’s announcement that he plans to retire effective April 10, 2026. Dowe, who is currently on leave, informed the VIPA Board of Governors of his departure plans on March 20. The board approved Penn’s interim appointment during a special meeting held in St. Croix.

Why This Matters Now

The transition arrives at a significant moment for St. Thomas and St. Croix. Governor Albert Bryan Jr. recently opened solicitation for two major waterfront projects: Phase 2 of the Veterans Drive Modernization Project and the Charlotte Amalie Harbor Dredging Project. Both initiatives aim to enhance the cruise ship docks and surrounding areas that serve tens of thousands of visitors annually.

The port authority oversees operations at both the seaport—where cruise ships dock and cargo is processed—and the airport terminal facilities. Leadership continuity during major capital projects can affect everything from project timelines to operational efficiency to the visitor experience that underpins much of the territory’s economy.

What Happens Next

Penn will serve in an interim capacity until the board conducts a formal search for a permanent executive director. The timing of Dowe’s departure, scheduled for more than a year away, provides a window for the board to plan a successor transition and ensure Penn has adequate support during her tenure.

The port authority’s mandate extends beyond cruise operations. The agency also manages cargo handling, ferry services, and airport ground operations—all interconnected with the territory’s supply chain, employment, and tax revenue. Stability in executive leadership can be important for maintaining vendor relationships, staff morale, and the smooth execution of capital improvement projects.

Infrastructure in Motion

The Veterans Drive project represents a multi-phase effort to transform the Charlotte Amalie waterfront. Phase 2 will build on earlier work to create wider sidewalks, improved pedestrian access, and a more modern corridor along one of St. Thomas’ busiest commercial areas. The harbor dredging project, meanwhile, addresses maintenance and deepening of the cruise port to accommodate modern ship traffic.

Penn will inherit responsibility for coordinating with the governor’s office, federal agencies, contractors, and other stakeholders as these projects move forward. Her background and experience managing port operations during the interim period could prove decisive in keeping projects on schedule.

Looking Ahead

The board’s appointment reflects confidence in Penn’s ability to manage the agency during a transitional period. Whether she ultimately becomes a candidate for the permanent position will likely depend on her performance during these critical months ahead, but her immediate task is ensuring that terminal operations and capital projects continue without disruption while the territory pursues long-term infrastructure improvements that residents and visitors depend on.
